This is the CAS3. Not a 3+, and not the cluster.
I disassembled the cluster, removed the M35080, put it in the reader, read it, edited it, wrote it back, put the chip back on the cluster, reassembled the cluster, and put it in the car. with no CAS plugged in, it worked and displayed correct mileage.
I then disassembled CAS3. soldered the leads to it. read the file. Autohex does not give me the option to edit mileage, so I hoped it would read from the cluster when plugged in. Instead it updated the cluster back to the wrong mileage. So I will be removing the cluster again and repeating that process, but FIRST I must fix the mileage in the CAS. this is why I posted a question specifically asking about mileage in CAS3.
