Hi, I can't help you for the IMMO OFF but you may want to adapt the donor ECU to the immobilizer (component protection) with Audi ODIS online. Do you know a mobile tech or shop who has it? Lastly Dealer option. My humble opinion...

I can't find in the files you attached EEPROM. because it is this one that has the anti-start system. otherwise you do an EEPROM swap with a soldering iron

Look like that is Immo6+ and that ECU only ODIS online can program it .
