i have car (Fxx and Exx) and would like to program an additional key.

i need a eeprom file form cas for it or only a working key?

E series, you need nothing
F series cas4 and cas4+, you will always need eeprom dump

Can we get EEPROM Dumb using Autohex ?
and does the new hardware solve this issue ?

HW4 will be able to read CAS d-flash (eeprom dump).

Hw4 can read eprom fem or need to remove for do that.
