unable to repair FRM with HexProg. No communication with server. Tried uninstalling HexProg and re-install but program does not install and no dialog.

Please download the new Hexprog setup from the website and update it. The new version is 1.0.101 version on hexprog and then only it will work. Make the older version uninstall before downloading and installing the new setup.
